cdesouza-chromium daef249ec0 [CodeHealth] Replace ternary ops with logical expressions (#31558) 
This PR is part of a couple of changes correcting these redundant
ternary operations:

```
x ? y : false -> x && y
x ? false : y -> !x && y
x ? y : true - > !x || y
x ? true : y -> x || y
```

This PR mirrors upstream work being done in the same direction:

Ralph Giles 634e4318b0 speedreader: Update distillation references for kuchikiki 0.8.2 
Attribute ordering in the simplified pages has changed, verified
by running `tidy --sort-attributes alpha` on both the new and
old versions from the failure report. Otherwise where are no
changes to document content or structure.

Fixes SpeedreaderRewriterPagesTest.CheckPages unit test failures.
