[Fixit] Remove CustomNotificationBuilder

CustomNotificationBuilder is only used for Android M-. With Chrome's minSdkVersion=24, we can remove this class (and related resources).

With this change, StandardNotificationBuilder will be the only class
extending NotificationBuilderBase; merging it with the base class is not
scoped in this CL.

This CL also removed several other  @RequireApi annotation for N.
