[M103] Add missing READING_LIST toggle to Android sync settings
More details on the linked bug. This is only a temporary solution, the
long-term one should be to address crbug.com/1067282, i.e. auto-generate
the UI from the UserSelectableType enum.

Desktop and iOS follow no particular order for the toggles, so this
CL picks something close to the desktop order crbug.com/1326825#c1.

Remove unused rendering code in TabLayout
Follow up to https://chromium-review.googlesource.com/c/chromium/src/+/3388174
and continues to simplify the Tab rendering logic for phones.

Also deletes anything related to tilting/rotating and card backs for the
tabs.

[AADC] Update link to privacy policy in settings page

This cl updates "Chrome Privacy Notice" to "Google Privacy Policy" and
changes the link to point to https://policies.google.com/privacy for
everyone.

Android: Remove deps on chrome_java in c.b.search_engines

The package c.b.search_engines is used by several components in core
chrome.  This CL removes its dependencies on chrome_java to pave
the way for the other components to be modularized easily.

Main dependencies handled are:
- SettingsLauncherImpl: Injected from ToolbarManager. This is
      a stateless class so it can be shared/reused where the code
      can be simplified.
- LocaleManager: Injects a runnable wrapping
      LocaleManager#setSearchEngineAutoSwitch(false) to
      SearchEngineAdapter
