    [Signin][Android] Move seamless sign-in promo view outside of discover feed in NTP

    When seamless sign-in is enabled, the the sign-in promo has now been
    moved outside of the discover feed, above the magic stack cards.

    This still uses the old strings.

	[Composeplate] Implement V2 UX with 2 buttons.

	In this CL, we implement the V2 variations of composeplate view:
	- Increase Fake search box height to 72dp;
	- Add the composeplate view with 2 buttons and reduce visible background
	  height to 44dp;
	- The composeplate button in url_bar is no longer visible when
	  scrolling NTP;
	- Add a new feature parameter "v2_enabled" for this new UI variation.

AlexeyBarabash d7256b1461 [cr140][Android] Backport built-in Password Manager (#30433) 
Starting from cr140 Password manager was removed from Android.

This commit switches Android to use the same PasswordManagerSettingsService
as Desktop does.
Also backports upstream's Password Manager classes and resources used at cr139.

	Remove Unnecessary MVT FrameLayout

	This CL is a follow-up to
	https://chromium-review.googlesource.com/c/chromium/src/+/6771167, which
	removed the unused placeholder for the Most Visited Tiles (MVT) section.

	With the placeholder gone, we no longer need to switch visibility
	between it and the mv_tiles_layout at the MVT section's position.
	Therefore, this CL removes the FrameLayout that previously wrapped both
	the mv_tiles_layout and the placeholder.

vadimsandStephenHeaps 7b532e87b7 Add issue category dropdown to the webcompat reporter 
Implemented back-end mojo call to return a list of categories
for Android and iOS. The visibility of several categories depends
on the state of the appropriate custom filter. 
Added the category dropdown list to the Webcompat Reporter dialog
and used the mentioned call to populate it on Android.

	In crrev.com/c/5297855, the Tab Resumption Module was integrated into
	the Magic Stack. Therefore it no longer needs the ViewStub
	R.id.tab_resumption_module_container_stub as the top level layout, but
	it still lingers. This CL deletes the now useless ViewStub.

	  "Continue with these tabs": Used by Single Tab Module.

	Unaffected:
