Update l10n for 1.33.x (Chromium 96) - Part II.
...
This lowers 1.34.x l10n update for 1.33.x release. This change removes
the original commit's changes to upstream localization files because
1.34.x has Cr96 and this commit is intended for Cr97.

https://github.com/brave/brave-core/pull/11034 added IDS_TIME_LONG_MINS
string to browser/ui/android/strings/android_chrome_strings.grd, which
gets auto regenerated on Chromium upgrades. Moved the string to
browser/ui/android/strings/android_brave_strings.grd.
