samartnik af82aedaaf [Android] Disabled StartSurfaceAndroid II 
We don't nedd it as we implement NTP in our own way

Reland: [Start] Enable feature StartSurfaceAndroid by default.
The original CL got reverted due to test failures: crbug.com/1359954.
These failing tests are fixed in:

Android: Rename annotations from base to build
These annotation java files have been moved to build as they relate more
to our build than base. Their package name should reflect their current
location.

The old code and proguard flags have been kept to avoid breaking
downstream. They will be removed after downstream rename is landed.

[PolicyAuditor] Decouple PolicyAuditor from java WebContentsObservers
During navigations, we call down into java to notify an observer which
checks if we have a PolicyAuditor. Most of the time, we don't have
a PolicyAuditor, so these calls are unnecessary. This cl moves this
check to native, so in the case where we don't have a PolicyAuditor, we
don't create the observer.

customs Prevent CCT launch to JavaScript URLs.
Because Custom Tabs don't have a fallback UI like ChromeTabbedActivity
does (the New Tab Page), it would be awkward to check whether a given
URL is valid after launching the Custom Tab. So we prevent the Custom
Tab being launched if the URL is invalid.

* Remove references to Rinkeby, Ropsten, and Kovan testnets as they will
  be deprecated soon.

* Add Sepolia Ethereum testnet as a preloaded network

* Migrate test network used by Swap Service to Goerli

* Add migration to update selected ethereum network to mainnet if any of
  the deprecated testnets are selected
