[Android] Changes for safe browsing prefs

[Managed prefs] Reuse highlight managed pref for Safebrowsing settings
This CL changes Safe Browsing settings to use the new UI for managed
preferences according to: go/clank-metricsreportingenabled-ui-review
(slide 12 is the most useful for this CL).
This reuses layout managed_disclaimer_preference_for_radio_groups.xml
that is also used for Preload pages settings, which has a similar
format.
