[iOS] Add license information for Swift dependencies ( #29065 )

This change moves `third_party/ios_deps` to `ios/third_party` which matches Chromium and adds `third_party` entries for each dependency added in `brave-ios/Package.swift` so that they are correctly added to the licenses file

Loosen up excluded paths for git-secrets ( brave/brave-browser#9090 )
...
It seems like the existing exclusions don't work in all cases. This
should make them work regardless of where git-secrets is called
from.
