Fix polish toolbar for first relaunch and a11y switcher.
-Pass both the fullscreen and non-fullscreen tab switcher toolbar stubs
 when the polished tablet GTS is enabled.
-Choose which one to use based on our flag and if the a11y list switcher
 is enabled.

This change allows us to learn how frequently our users need to
scroll the suggestions list in order to find what they are looking
for.

Implement backing code for 'Turn off sync' setting action
This involves the following changes.

SignOutDialogFragment:
* Support different title strings for "Sign out and turn off sync" and
"Turn of sync" actions.
* Don't display the wipe data checkbox for non-managed users who don't
have permissions to delete history
* Screenshots in

SigninManager:
* Add new disableSync() method, which calls through to IdentityMutator
to revoke the sync consent.
* Conditionally either wipe sync data or wipe profile data depending on
whether we're signing out or just turning off sync

Chrome signin client:
* Allow PreSignOut for the new entry point (with a TODO to refactor this
area and avoid relying on source metric)

ManageSyncSettings:
* Call through to SigninManager.disableSync() for the 'Turn off sync'
button.

Toolbar: Move BottomControls to modularized target
This CL moves the classes for BottomControls MVC component plus
its layout xml to chrome/browser/ui/android/toolbar/.

Following dependencies on chrome_java were removed:

- ShareDelegate - was not in use.
- TabGroupUi - split to BottomControlsContentDelegate and extend
               from it.

[GMNext] Clean up and rename Theme.Chromium.AlertDialog
AlertDialog.Builder presubmit error is a false positive because this CL
