Terry Mancey 9d7b10ffc0 [ads][CodeHealth] Improve code documentation (#35642) ...

Documents nullable constructor parameters, standardises the not-owned
comment style, adds missing override group labels, wraps code
identifiers in backticks in comments, and expands the GLOSSARY with
new terminology.

No behavioral changes.
