This CL modifies the behavior of `gnrt vendor`, so that it also edits `//third_party/rust/chromium_crates_io/gnrt_config.toml` to ensure that each crate explicitly sets `allow_unsafe`. This new, heuristics-based behavior is meant to streamline the experience of importing Rust crates.
