This change adds the priority argument to `ResolveProxy` calls.
Addtionally, `mock_host_resolver` is also introduced in certain tests.

    Pass Priority and HostResolver to ConfiguredProxyResolutionService

    The request priority and a host resolver will be required by the logic
    to handle the new configurable proxy override rules. That logic will be
    added to the ConfiguredProxyResolutionService, and this current CL
    simply ensures that the dependencies are properly passed-down based on
    the context.

    ProxyOverrideRules will only be supported in Chrome browser on
    Win/Mac/Linux/CrOS/eventually Android.
