This change adds the priority argument to `ResolveProxy` calls. Addtionally, `mock_host_resolver` is also introduced in certain tests. That logic will be added to the ConfiguredProxyResolutionService, and this current CL simply ensures that the dependencies are properly passed-down based on the context. ProxyOverrideRules will only be supported in Chrome browser on Win/Mac/Linux/CrOS/eventually Android.
