Reland: [Start] Use NTP's page menu on Start surface.
This reverts commit 1d86228, since the
failing tests weren't caused by the original CL.
The original CL description:
In this CL, we plumb the StartSurfaceState into App menu. Thus, the app
menu could identify whether it is on the Start surface or Tab switcher.
This allows the Start surface use the same page menu as NTP, and GTS
uses the same overview menu with and without Start surface enabled.
