Chromium change: https://source.chromium.org/chromium/chromium/src/+/5feda2b0095b0cce668eda789d9bff49aedaf585 [NTP Customization] Add NTP Customization toolbar button (part 3) According to the NTP customization design, the visibility of the Home button and the NTP customization button in the toolbar depends on the homepage status. This CL adds an additional listener to the homepage settings. While the original listener tracks whether the homepage is enabled, the new listener checks whether the homepage is set to something other than the NTP.
