	[Composeplate] Implement V2 UX with 2 buttons.

	In this CL, we implement the V2 variations of composeplate view:
	- Increase Fake search box height to 72dp;
	- Add the composeplate view with 2 buttons and reduce visible background
	  height to 44dp;
	- The composeplate button in url_bar is no longer visible when
	  scrolling NTP;
	- Add a new feature parameter "v2_enabled" for this new UI variation.
