In chromium these warnings are filtered in 'chrome/android/expectations/lint-baseline.xml', but due to our patches line numbers there are changed thus these patches.

Roll cmdline-tools from Ez2NWws2S... to PGPmqJtSI...
This updates lint from version 7.0.0 to 7.1.0, so various baseline.xml
files needed updating.
This also updates the baseline format from version 5 to version 6.
Follow-up CLs can then update the baseline format after this CL lands.
This includes internal repos using lint baselines.
