Kyle Hickinson d26b3f9e33 [iOS] Add support for using Chromiums translation controller (#35055) ...

This implements the required method in `BraveWebView` to access the embedded `CWVTranslationController`. The controller will only function correctly when `UseProfileWebViewConfiguration` is enabled since it requires the Chromium JavaScript features to be injected.
