Subject: [PATCH] Docs: Update heading links on "Hosting Fleet" page. (#25820)

Closes: #25797

Changes:
- Updated the HTML links on the "Hosting Fleet" documentation page so
they will be linkable by the "On this page" sidebar on the Fleet
website.
