## Summary by CodeRabbit
* **Bug Fixes**
* Improved device lock handling so only active pending lock commands are
treated as valid.
* Fixed stale lock state cases where an old lock reference no longer
blocks a new lock request.
* When a prior lock command is no longer deliverable, a new lock command
is now issued and tracked correctly.
* Updated coverage to verify lock status transitions and replacement
behavior in these edge cases.

I opted for an in-memory cache here, as it's not a critical cache piece,
we are fine with the cache being different times on different containers
(just means some might rotate to the correct cert faster than 5
minutes).
It's also a small piece of work, rather than pulling in redis etc.
Verified that it now logs, if the cert is stale after a 5 minute
in-memory cache.

## Summary by CodeRabbit
* **Bug Fixes**
* APNs push certificates now refresh in-memory when rotated; staleness
is detected using certificate checksums with a short grace window.
* **Tests**
* Added tests for certificate retrieval, staleness detection/refresh
behavior, and push-cert storage error handling.
* **Documentation**
* Updated docs to describe the APNs push-certificate refresh and
staleness behavior.

For #19016
This changes all the places where we previously assumed that certs were
hardcoded when the Fleet server started to query the database instead.
The plan is to loadtest afterwards, but as a first preemptive measure,
this adds a caching layer on top the mysql datastore.

- [x] Added/updated tests
- [x] If database migrations are included, checked table schema to

- For database migrations:
- [x] Checked schema for all modified table for columns that will
auto-update timestamps during migration.
- [x] Confirmed that updating the timestamps is acceptable, and will not
cause unwanted side effects.
- [x] Ensured the correct collation is explicitly set for character
columns (`COLLATE utf8mb4_unicode_ci`).
- [x] Manual QA for all new/changed functionality
