Jordan Montgomery f048df9d60 Add MS-MDE2 Request/Enrollment version 7.0 to allowlist to fix Windows enrollments (#31412)
Fixes #31232

The Microsoft documentation does not directly address
RequestVersion/EnrollmentVersion 7.0 in the allowed versions lists but
grepping the MS-MDE2 protocol docs for EnrollmentVersion finds a few
references related to Federated Authentication and this specifically
seems to be a changeset introduced for AzureAD/Intune related features
and does not impact how we do enrollments, as best I can tell.

Jordan Montgomery de7ce439ec Update WLAN XML profile verification so they aren't resent (#28296)
Fixes https://github.com/fleetdm/fleet/issues/24394 by adding new
verification logic to detect and verify these profiles. We only verify a
subset of the properties because there are certain settings such as the
Authentication which Windows seems to upgrade in circumstances where it
can(e.g. WPA2 specified but interface + router supports WPA3 results in
WPA3 on the client and there are likely other similar scenarios). After
discussion with design team we've decided the limited verification is
better than what we had before and a good solution for now.

I know this is extremely heavy on comments but the behavior is strange
and non obvious.

Unreleased bug.
Made disk encryption errors different between `configuration_profiles`
and `batch` endpoints.

Roberto Dip b07fbdc1d7 implement profile verification for windows (#15348)
for #14426.

In order to prevent import cycles and be able to use some type
definitions/constants I followed the same pattern we did for macOS by
creating a new package named `syncml`. This makes the changelog look
bigger than it actually is, so I split it into two commits to make it
easier to review:
