Scott Gress 684becade8 Allow disabling chart datasets: backend (#44769)

# Details

This PR implements enforcement of the "disable dataset" feature.  

When a dataset is disabled globally, we:

* Stop collecting all data for that dataset (the `Collect` method for
that dataset is not called in the cron job)
* Remove all previously-collected data for the dataset via an
asynchronous job

When a dataset is disabled for one or more fleets, we:

* Provide the list of disabled fleets as an argument to each dataset's
`Collect` method. Each dataset is responsible for filtering out hosts in
the most efficient way possible
* Scrub the data for the relevant datasets using a bitmask, so that all
hosts from the disabled fleets are removed from the data. This is done
via an asynchronous job.

Magnus Jensen a8c9e261d7 speed up macOS profile delivery for initial enrollments (#41960)

It speeds up the cron, meaning fleetd, bootstrap and now profiles should
be sent within 10 seconds of being known to fleet, compared to the
previous 1 minute.

It's heavily based on my last PR, so the structure and changes are close
to identical, with some small differences.
**I did not do the redis key part in this PR, as I think that should
come in it's own PR, to avoid overlooking logic bugs with that code, and
since this one is already quite sized since we're moving core pieces of
code around.**

This PR updates `fleetctl` to use the new API urls and params when
communicating with Fleet server. This avoids deprecation warnings
showing up on the server that users won't be able to fix.

icon URLs, which can be persisted in the database (so we'll need to do a

Handling race condition where an Android device may be enrolling at the
same time as certs are being processed. We don't want the enrollment to
overwrite the certs.

Additionally, trying to improve our handling of the scenario where
either the AMAPI or the DB call may fail. Switching to doing the DB call
first. If the AMAPI call fails, then apply a compensating deleting
transaction.

Feature is largely behind feature flag `FLEET_DEV_ANDROID_AGENT_PACKAGE`
Set it like: `export
FLEET_DEV_ANDROID_AGENT_PACKAGE=com.fleetdm.agent.private.victor`

Rough set up:
1. Change the applicationId of your Android app in `build.gradle.kts`:
```kt
    defaultConfig {
        applicationId = "com.fleetdm.agent.private.you"
```
2. Build a release version of your app (use dummy signing key). Build ->
Generate Signed App Bundle or APK ...
3. Get the super secret Google Play URL like: `go run
tools/android/android.go --command enterprises.webTokens.create
--enterprise_id 'XXXX'`
4. Upload your signed app.
5. Wait ~10 minutes
6. Enroll your Android device.
7. The agent should start installing pretty soon. Check your Google Play
in Work profile. Mine was pending for a while the last time I tried it
and I restarted the device before it actually started installing.

@ksykulev you can use this Android service method for "notification":
`AddFleetAgentToAndroidPolicy(ctx context.Context, enterpriseName
string, hostConfigs map[string]AgentManagedConfiguration) error`
You'll need to update `AgentManagedConfiguration` struct to define what
to send down to the device. It includes the enroll secret, so I think we
need to send it down every time just to be safe.

Tested on iPad and iOS.

Full disclosure, VPP installs on my devices seemed to sometimes (not not
always) fail silently the first time I tried them, with no `error`
showing in the setup experience results. This could be due to the
vagaries of user-based vpp licensing vs. device-based, which is perhaps
not a real-world situation, or something else I'm not following with
[how VPP license assignments
work](https://github.com/fleetdm/fleet/blob/10889199a1754011119bb19df022b545e352c77d/ee/server/service/software_installers.go#L1299-L1310).
I'll continue trying to reproduce it but it's difficult since it only
seems to happen once per app at most, and I can't remove the user
licenses from a device without wiping it (I don't have any physical
devices I can do this on).

Jordan MontgomeryandMagnus Jensen 572536d466 Skip setup experience during AxM based migrations (#32822)
Fixes #32096

The gist of the fix is that when syncing devices from DEP we save the
migration deadline to our host_dep_assignments table. The next
enrollment, which we assume should be the migration, looks at
host_dep_assignments, sees that mdm_migration_deadline is non-Null and
mdm_migration_completed is NULL, and uses that as the signal that a
migration is in progress and skips enqueuing setup experience items. It
then marks the migration as complete which sets mdm_migration_completed
= mdm_migration_deadline. Once this is set setup experience will run as
normal unless mdm_migration_completed gets set to NULL and/or
mdm_migration_deadline gets set to a value in the future(which e.g.
would happen if the customer assigned to another MDM server then
assigned to migrate to fleet again)

DB test failure is expected here because it won't like the migration
timestamp but that is a necessary failure because this fix is going to
be backported into 4.73
