Ralph Giles bb95763ae2 Update cargo-audit to v0.18.1 
Work around a compatibility issue between our previous version and
the chromium 117 rust toolchain, probably from incompatible nightly
versions, but updating our vendored source to the latest release.

This is the contents of the published package downloaded and unpacked
from https://crates.io/api/v1/crates/cargo-audit/0.18.1/download
with the README.chromium updated manually.

We build this in CI with cargo, so we updating other vendored deps
is not necessary.

    Add Component Updater support for Widevine on ChromeOS Ash

    This enables ChromeOS Ash to use a component updated Widevine CDM, if
    one is available. Like Linux the CDM must be loaded at boot time, so a
    new CDM is simply registered and will be loaded next time the device
    restarts.

    The update is deployed as a disk image, so it needs to be mounted first
    in order to access the files. As well, at boot time the disk image must
    be mounted, so this depends on an init script running on ChromeOS to
    mount the image (if available) at boot time so that Chrome startup can
    access the new CDM.

    Tested on a ChromeOS device by manually changing the version of the CDM
    bundled, and then verifying that a newer version is downloaded and used
    next time the device is rebooted.
