    Add isManagedPreference to PrefServiceBridge

    Add a generic isManagedPreference method to PrefServiceBridge, making
    use of the prefs.h enums.

    Migrate Java usages of prefs::kSearchSuggestEnabled to use the generic
    methods as a sample (more to follow).
