    [Tabs] Move TabStripModelObserver::RemoveReason

    Move TabStripModelObserver::RemoveReason to a general
    TabRemovedReason file. This will allow it to be reused with the
    platform-agnostic TabListInterfaceObserver.

    This CL has no behavior change.
