    Switch UpsertPublicPass API to use Protobuf.

    This change transitions the UpsertPublicPass API from JSON-based network
    requests to using Protobuf. It updates WalletHttpClient and
    UpsertPublicPassRequest to use api::UpsertPassRequest and
    api::UpsertPassResponse protos, and updates associated unit tests.
