docs/MDM-Windows-setup: fixup environment variable (#14593)

The correct variable to use seems to be `FLEET_DEV_MDM_ENABLED`,
`FLEET_MDM_WINDOWS_ENABLED_AND_CONFIGURED` is not present in the
codebase
