Avoids unnecessary updates to the UI's step list which makes a few nice
changes:
1. We only scroll when actually needed
2. We scroll to the changed item, rather than potentially an unrelated
item that the UI decided "changed" because we marked it for update even
though its UI state did not change

Adds mdm_last_seen_at and mdm_last_enrolled_at to the host details
response for Apple platforms

Still testing with actual hardware to make sure the timestamps update
when expected

Refactoring to speed up fleetctl tests, no functional changes. Mostly
changing test files.

fleetctl is no longer the long pole in CI, the long pole is mysql,
followed by vuln.

Victor Lyuboslavsky 0ae58c02ca Fixes and optimizations for Entra ID (#28938)
For #28196

This PR depends on PR https://github.com/fleetdm/fleet/pull/28832

This PR adds support for excludeAttributes=members, which is being used
by Microsoft Entra ID.

This PR modifies the primary key of host_scim_user table to be host_id.
This should have been done initially and has added accidental complexity
and maintainability challenges, so we are doing it now. This means a
host can have a maximum of 1 SCIM user associated with it. A SCIM user,
on the other hand, can be associated with multiple hosts.

Jordan Montgomery bc0a214bcf 28434 Setup experience reliability (#28931)
For  #28434 

This ticket is largely changing the options we invoke Swift Dialog with
so that it is more reliable. The only small divergence from the ticket
is that the command to exit was changed to command+shift+x due to
limitations in Swift Dialog(no way to require control + key)

Victor Lyuboslavsky 6f9030ee3c SCIM Entra ID support (#28832)
For #28196

This PR adds full patching for SCIM Users and Groups, and adds the
ability to filter Groups by displayName.

The changes have been tested with [Entra ID SCIM
Validator](https://github.com/fleetdm/fleet/blob/67dfd91c0cfb1546177ad533d02ee94eb199c3eb/docs/Contributing/SCIM-integration.md#entra-id-integration)
and Okta SCIM 2.0 SPEC Test (to make sure we didn't break Okta).

Victor Lyuboslavsky 1ffcc21450 Reducing "waiting for mysql" timeout to 1 minute to speed up dev feedback. (#28935)
I'm seeing it takes ~10 seconds to MySQL to come up, so 1 minute should
be plenty. 5 minutes was too long to wait.

No functional changes.

Left the parent directory (also named fleetctl) with the main package as
is not to break/change any other flows.

This PR is the first step before refactoring integration tests to speed
up (parallelize) fleetctl tests.

Victor Lyuboslavsky 2d5ac35578 Improving "Wait for mysql" in Go tests. (#28901)
For #28902

Modified the GitHub Actions workflow to prevent it from hanging at the
"waiting for mysql..." step. The updated workflow now:

- Times out after 5 minutes of unsuccessful MySQL connection attempts
- Logs all connection attempts with timestamps and error messages when a
timeout occurs
- Dumps MySQL container logs when a timeout occurs, providing valuable
diagnostic information
- Automatically stops and restarts all Docker containers using the same
command as the original "Start Infra Dependencies" step
- Retries this process up to 5 times before failing the job
