Fixes#34643. Fixes script packages (`.sh` and `.ps1`) incorrectly outputting unsupported fields in GitOps YAML and accepting invalid configuration during upload.
untested end-to-end but works as a replacement for plans and doesn't
require a local arm64 build to work.

- Product group Product Designers are DRI for all stories/bugs that
their group implements
- Rename "Context" to "Resources" in story template. Today, we're using
it for resources
