## Details

This PR updates the UI to allow team admins and maintainers to create
labels, and to edit or delete labels that they created. They will not be
able to edit or delete labels created by other team admins or
maintainers, or by global admins. Global admins will still be able to
edit or delete any label.

## Testing

1. Log in a global user and create a new label
1. Create a team admin user
1. Verify that the team admin user can create a label
2. Verify that the team admin user can edit their own label
2. Verify that the team admin user can delete their own label
2. Verify that the team admin user cannot edit or delete the label
created by the global user
3. Create a team maintainer user
1. Verify that the team maintainer user can create a label
2. Verify that the team maintainer user can edit their own label
2. Verify that the team maintainer user can delete their own label
2. Verify that the team maintainer user cannot edit or delete the label
created by the global user
2. Verify that the team maintainer user cannot edit or delete the label

Victor Lyuboslavsky 6b7d232522 Additional CA validation (#27169)
For #26623

- Updated `github.com/groob/plist` to `github.com/micromdm/plist` -- it
was renamed
- Added validation that restricts DigiCert Fleet variables to
`com.apple.security.pkcs12` payloads plus additional restrictions
- Added validation that restricts Custom SCEP Fleet variables to
`com.apple.security.scep` payloads plus additional restrictions
- Enabled multiple CAs (Fleet variables) to be present in an Apple MDM
profile. But each CA can only be used once. For example, we can have
DigiCert CA and Custom SCEP CA in one Apple profile.

Noah Talerman eadb625b3f "Security" and "IT" (#27260)
- Update CHANGELOG and release article sections to just "IT" and
"Security"
- Why?
- Security looks smaller when VM is broken out. I think we can treat VM
as security.
- Trying the same in the upcoming roadmap preview article here:

- Security” and “IT” headers would fit nicely with our GitOps folder for

Ian Littman fdff6e16ca Revise FMA list endpoint to match Windows FMA spec (#27180)
For #26652. No changes file as that'll come in another PR. Will stack
additional PRs on top of this one (for ingestion changes etc.) to get
this merged more quickly.

Dan Tsekhanskiy f63afc8253 Ignore comments at the top of XML files (#27176)
Allows comments to be at the top of Fleet XML CSP files (addresses
https://github.com/fleetdm/fleet/issues/26443)

We should validate that this fixes the errors with GitOps pushes, but I
don't know how to do that without pushing this change through to QA.

Victor Lyuboslavsky eae1fd30a1 Add stale issues workflow (#27047)
Add stale issues workflow which:
- marks `~engineering-initiated` issues with `stale` label and comment
if they had no activity in the last 365 days (we have ~74 such issues
right now)
- closes `stale` issues after 14 days with no activity

Examples of "recent" stale issues:

Here's an example issue with a `stale` label. I ran the workflow and

Lucas Manuel Rodriguez b30a008aac Simplify DB test/upgrade tool (#27141)
This PR simplifies the `test/upgrade` tool the QA team uses to test DB
upgrades.

- Removes "online migration" approach because we currently don't support
it (so it removes nginx as dependency).
- Adds a workflow to manually run this on Github actions (in case dev/QA
folks have issues with Docker on macOS, which is a common thing...)
- Adds logging to the output to ease troubleshoot (previous versions was
too quiet making it impossible to troubleshoot).
