- Include timezone write when updating events
- Write updated gcal timezone to Fleet events, even if it's the only
change
- Have frontend handle `"UTC"` being set as timezone as if it were `nil`

Roberto Dip f20e4037b2 send an APNs push to hosts with pending commands every minute (#19941)

Added details to section for processing vendor invoices. See:

This was in our back log and was slightly out-of-date, but still
