Lucas Manuel Rodriguez 30f1c329b4 Build orbit on ubuntu-20.04 (#27156)
For #27155.

Reverting to use ubuntu-20.04 to unblock the release of fleetd 1.40.1.
We'll need a proper solution for 1.41.0 given that ubuntu-20.04 will be
removed on April 1st 2025.

Victor Lyuboslavsky 84d35dc0cd Add custom SCEP configs (#27045)
For #26603 

This PR includes:
- Refactoring of NDES/SCEP verify/timeout logic for easier testing (with
dependency injection)
- Custom SCEP configs
- saving/deleting/updating of encrypted custom SCEP challenges
- validation call to custom SCEP server to verify connection
- Custom SCEP activities
- unit and integration tests for all of the above

This PR does not include the following:
- Changes file (in later PR)

Victor Lyuboslavsky de64d1f074 Fixed bug with editing DigiCert config (#27102)
For #26603 

Issue: when editing DigiCert config, we were making a call to DigiCert
when admin modified CN, UPN, or Seat ID.

Fix: when editing these DigiCert fields, API token is required to be
re-entered (for security):
- Name
- URL
- Profile GUID

Konstantin Sykulev 997adcebe0 Batched getPoliciesBySoftwareTitleIDs (#27062)
Mysql has a max of 65535 placeholders in a sql statement. When > 33k
title ids are passed to `getPoliciesBySoftwareTitleIDs` this causes a
`Prepared statement contains too many placeholders` error. Fixed this by
splitting up the query into multiple queries and aggregating the results
in memory.

guide to the Fleet documentation to help our users get started with SSO.

This PR expands Fleet's Single Sign-on guide to include a section for
[authentik](https://goauthentik.io) as an identity provider.

## Details

This PR adds the ability to select labels when saving or editing a query
in the UI, so that the query will only target hosts with those labels.
It follows the API design from
https://github.com/fleetdm/fleet/pull/26589, utilizing the
`labels_include_any` field. The expectation is that when creating or
updating a query, `labels_include_any` is an array of label names, and
when fetching a single query, `labels_include_any` is an array of
objects with a `name` and an `id` key.

As part of this work the `TargetLabelSelector` component is updated to
allow it to show a message in place of the dropdown when there are no
custom options (e.g. "include any", "include all", "exclude any") to
choose from.

Scott Gress 20109fa7f8 Allow team admins to view inherited policy details (#26896)
## Details

Quick fix to an issue where when a team admin attempted to via an
inherited policy, they would encounter an eternal spinner / flickering
page. The issue stemmed from a reload cycle being set off by the stored
policy being returned with a team ID of `null`, and existing code that
works around the fact that the `useTeamId` hook modifies the router
state.

## Testing

1. Create an All Teams policy on an instance with at least one team
2. Create an admin for the team
3. Log in as the team admin
4. Go to Policies page, select the team from the dropdown, click on the
inherited policy in the list to view its details.

On main, the details never load.  On this branch, they do.
