An example of such a browser would be an email link scanner, so this
*should* fix cases where link-scanning was redeeming the MFA link before
the intended user could get to it. Real users can still click through if
they wind up on this page, e.g. if they logged in with a different
browser than the one used to open the MFA link.
Users redeeming MFA with the same browser that initiated the login skp
the button and redeem/land on the dashboard automatically.

- Optional query param `include_ui_settings=true` included with `GET`s

conditionally considered a contributor endpoint depending on how it is
called.

## Details
This PR updates the db snapshot script to have it add a `drop database
if exists` line to the top. This means that snapshots will start from a
clean state, so that they won't get out of sync with migrations.
## Testing
I tested this by:
1. starting with an up-to-date database, restoring an old snapshot while
on the main code branch, then trying `fleet prepare db`.
2. This failed because the migrations it tried to run were creating
tables that already existed in the database.
3. I made a new copy of this snapshot by dropping my db and doing
`create database fleet`, restoring the snapshot and snapshotting again.
4. On the main branch, I reset my db using `make db-reset` and then
restore my new snapshot
5. Finally, did `fleet prepare db` and this time it worked since the new
snapshot dropped the database before restoring.

Now that we are getting the new APNs certificate and enrollment profile
distributed, devices need to reboot to have FileVault enabled and their
keys escrowed the Fleet. These policies should hopefully encourage
everyone affected to restart their device.

For #26743
This PR fixes an issue where using `fleetctl gitops` unsets the "gitops
mode" settings in the UI. The code which prepares the config spec to
send to the "modify config" endpoint deliberately copies over the
current app settings for gitops mode to facilitate this. I updated an
existing test to verify the new behavior.
