	[ParityV2] Show fake search box for 3p DSE.

	In this CL, we show fake search box for 3p DSE without logo in both
	phones and tablets. A temporary top margin is added to the fake search box. We also adjust NtpFakeSearchBoxTransitionStartOffset to
	prevent the search box's alpha is set 0 (transparent) on tablets.
