    Disable the ThinLTO cache for chrome on Linux

    It appears we're now hitting the vm.max_map_count limit for the chrome
    binary.

    Note that this is a non-functional change. Disabling the cache may
    make ThinLTO linking a little slower, but it does not affect the
    resulting binary.
